Presentation: The Limousin comprises three departments: Corrèze, Creuse and Haute-Vienne. As of 1st January 2006, it had a population of 730,910, with more than half aged between 20 and 59. The region grows by an average of about 4300 new residents per year. The Limousin Regional Council was created in 1972. In 1986, it became a territorial authority, with regional councillors elected by direct universal suffrage (43 regional councillors elected for a six-year term of office).

Actions of the Limousin Regional Council:
• Initial training: The Region is strongly committed to providing the youth of the Limousin with the best possible training conditions. The Region devotes significant resources to this purpose, and conducts a variety of actions to help young people succeed and integrate into working life.
• Higher education and research: The Region is deeply involved in the funding of research, new technologies, and the building of facilities. Its actions aim to support the anchoring and
• Agriculture and forestry: The Limousin has natural agricultural and forestry potential. By developing this, the cultural and landscape heritage of the territory can be enhanced. That is why the Region supports sustainable development initiatives in the wood industry and the agricultural sector.
• Accessibility of the territory: The Region invests in the development of communication channels and offers users and passengers the best possible conditions, both on land (train…) and in the digital world (broadband Internet for all)
• Territories: The Region supports local policies that are important to residents throughout its territory, producing spectacular facilities in the Limousin (child care, auditoria, industrial estates, etc.).
• Welcoming: The Limousin attracts new inhabitants every year. To assist with this movement, the Region conducts an active policy to help them settle here.
• Environment: The Region has integrated energy and climate challenges in all of its policies. The aim of the programme it is conducting is to reduce greenhouse gas emissions by a factor of 4 by the year 2050. • Vocational training: The Region is the main funder of courses for jobseekers and employees
• Innovation: The Region encourages the creation of high-tech, high value-added businesses through the Limousin Innovation Fund. It gives companies or creators of innovative businesses easy access to assistance via a full range of financing tools. Structures for the development of innovation have been created. For example: Creation of competitive clusters to gather skills in one place and increase the efficiency of research.
• Economic life: The Limousin Region has made company creation one of its action priorities to favour the fast renewal of the regional economic fabric.
• Employment: The Region works to conduct an active employment policy by co-ordinating and facilitating economic actions in favour of employment.
• Exchanges: The Region is conducting an increasing number of exchanges to make the Limousin more open and attractive. It participates in the development of a more caring world. It develops international partnerships, implements European programmes, by delegation of the Regional Prefect, and supports charitable actions. That is how it gives a European dimension to research and development projects with Eliare.
• Culture and sport: Extending the broadcasting of culture to the entire territory, creating high-quality facilities, favouring practices, etc. The Region has become deeply involved in this sector.
• New proximity with residents: The Region has taken the initiative of giving inhabitants of the Limousin direct support for the improvement of their daily lives: bolstering the purchasing power and the social and charitable economy, financing of social housing, maintaining local activities.

GENERAL PRESENTATION
The Public University of Navarre was set up in 1987 on the initiative of the Parliament of Navarre. The new University was born out of a number of already existing courses, some of which had been taught in Navarre since the 19th century The Public University of Navarre has two campuses: Pamplona (the capital of the region, Navarre) and Tudela (the second town in Navarre in terms of population). In Pamplona, most of the University’s activities take place on the Arrosadia campus. It covers just over 250,000 square metres and has facilities that provide the right environment for work, study and the social life of its students. The campus is located in a large area where around a hundred different species of trees and plants grow.

GENERAL PRESENTATION
ITC is a Mixed University Institute currently integrated in Universitat Jaume I of Castellón (Spain), established by agreement between the University and the Ceramic Industry Research Association (AICE). ITC, which is recognised as a Centre for Innovation and Technology by the Spanish Interministerial Committee for Science and Technology (CICYT), has been present at the right time, throughout the last 40 years, participating actively in solving the arising problems and needs stemming from the rapid evolution of the ceramic tile and frit, glaze and ceramic pigment industries, as will be set out below. ITC’s mission is to foster the competitiveness of the ceramic sector. This involves R&D+i [Research and Development and Innovation] activities, which materialise in specific projects, as well as technological consulting. In addition, ITC provides companies with support and assistance by performing analyses and tests, and studies and trials of finished products.

Universidad Politécnica de Madrid (UPM) is the oldest and largest Spanish technical university. UPM’s Schools cover most of engineering disciplines, including Aeronautical, Agronomical, Chemical, Civil, Electrical, Electronic, Forestry, Industrial, Mechanical, Mining, Nuclear, and Naval Engineering, as well as Architecture, Computer Science and Geodesy & Cartography.
UPM, as a top quality academic establishment, has a strong commitment to R&D and Innovation. It boasts over 200 Research Units and several Research Institutes and Technological Centres and contributes significantly to the international scientific community with a high number of journal papers, conference communications, and PhD theses. UPM receives a substantial financial support for research activities from external sources. It amounts to over 130 M€ per year and comprises a large part of an annual budget of the university, which is around 400 M€.
UPM ranks first among Spanish Universities in FP7 participation. Until now UPM participates in 97 FP7 projects with 25,4 M € funding.

GENERAL PRESENTATION The University Miguel Hernández de Elche is a public University, situated in the south-east of Spain in a very sunny place, but beyond this the real mission of UMH is to serve the society by providing teaching, research and quality services. The Carlos III University of Madrid (UC3M) is a public university founded in 1989. Its main goal is to provide specialised training in Law and Social Sciences and Engineering, as well as to become a prime European research centre. In addition, the Carlos III University of Madrid pursues the creation of an innovative university and seek to offer a University model based on a quality-oriented philosophy. In this sense, modern, flexible and multidisciplinary curricula have been designed trying to suit the scientific and technological demand of the Society. The university is located in the southern metropolitan area of Madrid and consists of three centres: the Faculty of Law and Social Sciences, the Faculty of Humanities, Communication and Library Science and the School of Engineering. RESEARCH
UC3M has strived, since its foundation, to make research one of the fundamental pillars of its activity, both for the enhancement of its teaching and for the new knowledge and new areas of research.
UC3M is organized into 26 Departments and 24 University Research Institutes. In addition, since 2005 it has an Official Catalogue of Research Groups, composed of scholars who share common lines of work, carry out collaborative research project and publish jointly. The Catalogue is comprised of 118 groups, which cover almost all of bodies of knowledge and studies at UC3M.
UC3M, as university, has a national reputation for its research efficiency. It holds second place in participation in the EU Framework Programme (standardized data by number of permanent researchers) and second in average number of publications per permanent researcher in the period 2002-2006 (Web of Science). Recently (Report 2009 of CNEAI-National Commission for Evaluation of Research Activity), UC3M has reached the top of the Spanish universities in research activity.

The UCLM is a young university. From its foundation, twenty five years ago, the UCLM has grown at high rate attracting qualified human resources and providing the people in the region with high educational skills. The UCLM is the only University in Castilla-La Mancha region (Convergence Objetive One), it has nowadays six Campuses where the stable group of professors and the visiting professors work together in both, teaching and research, increasingly achieving greater success in European, national, and regional programmes of scientific research and technological development. The UCLM has two peculiar features: a) it is multi-disciplinary, undertaking work in practically all branches of knowledge; and b) its activities are very wide-ranging, embracing the spectrum from basic research to technological development. To promote collaborations between industry and academia and to favour the dissemination of technological advances are part of our University missions, demonstrating the strong compromise and commitment the UCLM has with the productive sectors of the region. The University is located in the Minho region of Northern Portugal, a region with an extremely strong tradition of vibrant enterprise, essentially of small and medium-sized businesses. UMinho has two campi located 20 km apart: one in Braga and the other in Guimarães. The University of Minho has 11 Institutes and Schools, organized in organic sub-units, the Departments and Research Units. The Departments are permanent organisations for the creation and transmission of knowledge in the context of a discipline or group of disciplines. The research units (RU), named Research Centres, enjoy scientific autonomy and are structured according to specific areas of knowledge and activity.

It offers over 200 national diplomas. The whole range of curricula undertaken at the University of Poitiers is based on excellence of research. This link between education and research offers the students high standards of teaching at the forefront of scientific knowledge.
