The Norwegian Model: Multi-stage R&D Support and Role of the Research Council of Norway

In Norway, a strategic policy was decided at a national level in 1994, aiming at tightening the links between education and research and to increase access to R&D funding among educational institutions. A pool of measures was designed to this purpose. This GP describes the organization of R&D supports implemented at different levels, from national institutions to the R&D deparment within a given university.
